The Evolution of International Society

Adam Watson

Routledge, 1992

Introduction

The book ‘The Evolution of International Society’ examines how international systems change.

There is a tension between the desire of order and the desire of independence in international systems. Order promotes peace and prosperity, but constrains the freedom of action political entities. Independence loosens constraints, but it makes economic and military more insecurity.

The book uses four terms for describe various relations among political entities. They are “independent state”, “hegemony”, “suzerainty”(封建君主), “dominion”(領主) and “empire”.

At the multiple independent states end of the spectrum, political entities retain the ultimate ability to make their own external decision, such as foreign policy.

Hegemony means that some political entities, states, power or authority are able to lay down a law about how states should act, or to determine external relations among states, but leaving them domestically independence.

Some scholars define “hegemony” as a single power that exercises this authority. However, for this book, “hegemony” can be means a single power or a group of powerful states that with this authority.

“Suzerainty” is an unclearly defined concept. Some international law scholars define it as one state exercises political control some of other states. Some historian defined it as an overlordship. Some scholars say suzerain is the hegemony that legitimated by its members.

“Dominion” means a situation that a powerful state controls domestic politics or internal affairs of some of other states, but the states that being controlled still retain their identity as separate states. For example, the relations between Soviet Union and Eastern Europe.

“Empire” means an imperial authority that directs the administrations of other political entities. However, the freedom of action of the imperial government is depended on imposes of other entities.

Keep in mind that there is no clear distinction among these five situations. They change constantly.

If you are interested in the topic of "International Society", I recommand the work of Hedley Bull, esp. his seminal work "The Anarchical Society".
