Actually it was Sir Richard Branson who crossed the English Channel in an amphibious car back in 2004, in 1 hour 40 minutes and 6 seconds. Jeremy Clarkson also mentioned that during the segment, he and his mates tried but failed to beat that record time.

Yep it's so unusual that the UK Custom Services sent out a plane and do a low pass on them.
IMO Jeremy Clarkson is a certified military fan, as you can see from the contents of his shows. He was even in Baghdad once, boosting morale for the UK troops, a true brave man even though he doesn't have any military background.
