喔,前一段時間不是有外國學者說兩岸軍事力量差距在拉大,台灣的軍事現代化腳步放慢了嗎?這文章指出台灣自己也有自己的一些隱密計劃,如巡弋飛彈之類,所以減低向美國買武器,是"軍備現代化失速"呢,還是"沒有失速"呢?他也不知道......

the origional title of that article is called "Taiwan's Stalled Force Modernization" which is talking about the stalled armed sales because of KMT and chi na. As defence news will constantly update their articles with news updates, they annd some "updated notes" about the recent KMT's "military break throughs" and so updated the title of the article as well

雖然我也看了全文
不過這個(Un?)
接在Taiwan’s後面實在怪怪的，為什麼不是接在整句後面？

because it is origionally stalled (for bith the title and the actual situation), so it is now (un?) stalled
