租借來的軍艦不是不能做任何的改動??當初濟陽級也是在買斷後才開始改裝計畫，還是海軍希望美軍
在幫我們裝上MK-41後再租借改我們，未免太想當然爾了吧。
至於用預備金支應，雖然只要送立法院備查就可以了，但是從當初太平島機場建造案動用第一及第二
預備金，結果被立法院和監察院聯合電爆的慘劇來看，還是乖乖建案走年度預算或追加預算比較好，
因為第一預備金原本就是要支應既存預算項目經費不足的情形，如果租借派里根本未建案，當然也不
會排入年度預算歲出送立法院審查，所以不能動支第一預備金。
另外動用第二預備金，如果是當下不租或不買就會被其他國挑走好艦，或許符合預算法第70條 "因應
政事需要而必須增加計畫或經費"的定義，但是立法院通常有不同看法，像是太平島機場興建案，立法
院就認為不符政事需要的規定。

如果要租或買二手派里，最便宜的戰力恢復方式大概是，原來MK-13的位置放雄二雄三，然後MK-15改用海公羊，找幾個地方裝20機砲(免得除了76砲以外就沒砲了)，這樣應該花不了多少，專職做反潛艦....，可能防空火力還比康定級強一點....XD

And there's no more Mk 26 mod 0 to go around in US----all the Mk 26 launcher spare parts pretty much are now with ROCN to support the 4 Kidd DDGs..... Or you can try to salvage it from the 5 none VLS Tico CG---from bottom of the sea after various SinkEx..... And I doubt those ships going to be museum display ship would like to have their ship neutered, ie. having their Mk 26 launchers removed to help out ROCN.....
Besides, what good will Mk 26 launcher do unless the OH Perry upgrade its FCS/CDS too. SM-2 with OH Perry's Mk 92 FCS still can only do the same as the dumb down SM-1 Mod 6, semi-active radar, homing all the way. What's the difference between SM-1 and SM-2 missile? Just the guidance package..... |

個人認為以報導中這種熱艦租借的模式，台灣海軍原本只是想用自己手頭的預備金把船cover下來（從沒聽說建案送立院審理），當然也不會去做其他改裝或把飛彈系統復原。如果真的租來了，那還真想讓人看看「沒有飛彈的派里級」在台灣海峽巡航，是什麼囧況......
That's easy, those neutered OH Perry FFGs will have those WC3 Yang class's 10 SM-1 cocoon boxes(currently on those 7 ROCN Knox FFGs) with full H930 MCS CDS transplant on them---guess those first batch of 7 Ching Chiang class patrol ship will loose all their other half of WC3 upgrades....
And this will be the first time the weapon systems and combat data system of the same sets to be installed on 3 different generations of warships----usually is the other way around----for warships to have 3 different generations of weapons or CDS..... |

If it's leased, can't change anything on board at all.
If it's out right purchase, if you want to put RAM/SeaRAM on them, you have to upgrade or even change the Mk 92 FCS on board those OH Perry FFG(I doubt we can call them FFG any longer, since they don't have any guided missiles on board any longer......) |

it actually just means how Taiwanese navy lacks $$$$ and lagging behind to keep reinstalling an old system (base on 486/Pentium technology) over and over........

至於要軍購都要延緩付款的國防部耗巨資改派里.....

CG-47~51在進入21世紀巡邏墨西哥灣時,Mk26就已經等於不能動了,現在都支援Kidd.真要說,把Kidd的Mk26換成Mk13還比較有可能,全球剩下的Mk13零件還比Mk26多出好幾倍......
還有,想對派里動手,第一個要處理的還是射控,那不只是天線不夠導致同時對付目標的數量不夠而已,那整個系統因為強調低價可靠,性能與架構有夠爛的,說那是電腦還不如說那是桌上計算機,不要說開視窗下指令,根本顯示方式都沒有切換的可能......如果要沿用Mk92,那要多目標打擊的唯一方法,就是增設顯示台與人員,目前是最多可以同時打擊空中兩個水下一個加上40mm炮兩門各一個,每增加一個目標,就是多一個人與多一具顯示台,因此想達到與康定一樣的能力,戰情中心編制必須是現有的三倍大,或者,多找幾個地方多裝幾門人工控制的40mm......

不要看那個常被取笑的成功級40mm快炮,那玩意讓台灣的成功級多目標打擊能力,到達美國派里的兩倍...... |

話說，澳洲派里級最後有沒有真的在射控裡加入導控SM2的功能？還是真的只能把SM2當SM1用？

The award will provide for the procurement of four “green” Black Hawk helicopters and government-furnished equipment to contractor-furnished equipment in support of Foreign Military Sales to Taiwan. Work will be performed in Startford, Conn., with an estimated completion date of May 30, 2013. One bid was solicited, with one bid received. The U.S. Army Contracting Command, Redstone Arsenal, Ala., is the contracting activity (W58RGZ-08-C-0003).
