凡事都丟給聯合國裁決的壞處是做啥事都很慢!!!連切斷經濟來源這檔小事都要上報裁決，這仗打得下去嗎??
法新社17日報導，聯合國凱達組織監控小組發布報告，建議攔截所有從「伊斯蘭國」 (IS)所控制的領土開出的油罐車，藉此切斷他們從販賣原油獲得資金。
該報告也提到，可以藉由禁止IS和盟友領地任何的飛機起降，避免雙方將資產運出，或是互通武器。
聯合國安理會將就切斷IS及與凱達組織有關的「努斯拉陣線」資金議題，召開會議討論。根據估計，IS靠原油交易，一天可以賺進85至165萬美元。

傳英特種部隊 已擊斃數百伊斯蘭國游擊隊
英國媒體報導，英國空降特種部隊過去四個星期，在伊拉克西部一共擊斃了好幾百名伊斯蘭國游擊隊。
英國「每日郵報」報導，在伊拉克秘密基地的空降特種兵，先用無人偵察機，摸清楚游擊隊的位置。特種部隊再搭乘直昇機，在夜色掩護下，前進到距離目標七、八十公里的地方。
他們換乘四輪越野機車，抵達目標區，用機槍或狙擊槍攻擊。據說，他們這四個星期幾乎天天出動。每次行動都能打死幾名游擊隊。
特種部隊人員說，用無人偵察機搜索，用狙擊的方式攻擊，讓游擊隊摸不清楚什麼時候挨打，可以讓游擊隊心生恐懼，打擊他們的士氣。

雖然需要有很多高手才能用。
這做法可預料到還有很多其他好處，比如ISIS現在不是躲躲飛機就沒事，而要時

手也能有效地偵察ISIS補給線跟駐紮營地的各種狀況。

還是回到原點，當地男人都穿長袍馬褂，只是手上多了ak以外的重裝備就算是IS???
應該有更深一層的區別方式，不然在人手一隻AK的回教世界跟美軍容易誤擊沒兩樣；例如美軍有兩次啊富汗的誤擊是人家村落嫁女兒時大家用AK向天開火慶祝時吃了地獄火3枚，這是在本土決策惡搞出來的反應~~
而SAS是用老方法+UAV當輔助，並由現地小組指揮官下令動手，這種充分授權的效率當然比在美國本土下令的決策方式好很多~
也因為如此英軍往往能比美軍更容易掌控地的風向球，解決部分IS與附庸村落戰士後更會有一堆人倒戈到什葉派政府軍這裡，當然要清除政府軍內當地的叛徒也粉輕鬆........
這也是小弟堅持果軍要搞旅級UAV的主因，但本軍還困在空特UAV小隊充當3個軍團陸戰的偵察先鋒~~~

（中央社巴格達30日綜合外電報導）伊拉克總理阿巴迪（Haidar al-Abadi）今天宣布，調查發現伊拉克有5萬名「鬼士兵」，也就是用來騙軍餉的虛設職務和假名字。
總理辦公室在國會會議後發表聲明說，「總理公布軍中有5萬個捏造出來的士兵姓名」，並誓言嚴加打擊貪腐。
英國廣播公司（BBC）報導，軍方所稱的「鬼士兵」意指根本不存在的士兵，或已沒服役的士兵，但卻照領軍餉。
國會聲明說，總理撤銷這5萬個職務，人數幾乎相當於4個完整的師。
阿巴迪發言人賈巴里（Rafid Jaboori）說：「過去數週，總理持續掃蕩，力求揭露這些鬼士兵，並要追究問題根源。」
他說，調查始於在最近一次發薪時，全面點兵。
多名士兵向法新社證實，最近的發薪延後了2個月，且當局未提供任何解釋。
1名經驗豐富的安全部隊軍官說，虛設的士兵有兩種。

美列夥伴名單 台人道援助受肯定
外交部今天說，台美合作提供中東難民人道援助，受到國際肯定，除美國將台灣列入「公共夥伴名單」，駐歐盟代表處也受邀參與會議。
外交部發布最新新聞稿，針對中東地區近年來受到戰亂波及的難民與貧民，中華民國政府持續與包括美國在內的相關國家及國際慈善組織合作，提供人道援助，台美並持續就反制「伊斯蘭國」（ISIL）暴行及相關人道援助工作保持密切聯繫，隨時積極交換意見。
在積極參與人道協助下，美國國務院近日在網站公布的「反制伊斯蘭國聯盟」的「公共夥伴名單」（Public Partners in the Coalition）上，台灣名列其中。
而12月3日在比利時布魯塞爾北大西洋公約組織（NATO）總部舉辦的「全球反制伊斯蘭國聯盟部長級會議」（Counter-ISIL Coalition Ministerial Meeting）上，中華民國駐歐盟代表董國猷出席並簽署聯盟夥伴的聯合聲明。
外交部強調，這顯示中華民國在中東地區所投入的人道援助，獲得國際社會與美政府高度肯定。
根據外交部統計，目前相關援助中東難民計畫金額已達709.38萬美元，且政府近期將再捐助350座組合屋，幫助無家可歸的難民過冬，充份發揮「人飢己飢、人溺己溺」的慈善精神，提供最即時有效的援助，也深獲國際社會一致的讚揚與肯定。

沒錢的英國竟然跟隨老美搞波灣基地??不是共用很久一段時間了??
英國選定巴林 設永久軍基地
BBC報導，英國宣布將在中東地區建立永久軍事基地。這將是自1971年英國從中東地區正式撤軍以來建立的第一個軍事基地。
在巴林米納蘇爾曼港(Mina Sulman）建設的這個基地將可停靠英國皇家海軍的驅逐艦和航空母艦。英國表示，這是「擴大皇家海軍的足跡」，並將「加強海灣地區的穩定」。建設基地所需1500萬英鎊（2300萬美元）投資總額中，巴林的投資佔絕大部分，英國將負責基地維護費用。
英國外相韓蒙德簽署此協議。他表示，這是「英國與海灣伙伴國發展緊密關係，應對共同的戰略和地區威脅一個例證」。哈蒙德還說，這一行動是「建立在英國30年來在海灣地區開展巡邏的良好基礎之上。」

'[Successful are the believers] who guard their chastity, except from their wives or (the captives and slaves)

"Question 5: Is it permissible to have intercourse with a female captive immediately after taking possession [of her]?
"If she is a virgin, he [her master] can have intercourse with her immediately after taking possession of her.

"It is permissible to buy, sell, or give as a gift female captives and slaves, for they are merely property,

"Question 17: What is al-'azl?

"Question 19: Is it permissible to beat a female slave?

好吧，以上是仿照西方社会形容中国的伊斯兰极端分子的独狼式恐怖袭击时的口吻。
言归正传，伊斯兰极端分子的独狼式恐怖袭击的出现，跟中国有相同的规律，中国的极端分子大量的偷渡出国，最近在柬埔寨和泰国就查到了一大批自称土耳其人的偷渡分子，中国要求遣返也被国际社会打压。北京、昆明恐怖袭击就是极端分子试图偷渡出国未果后的独狼式恐怖袭击。
欧美最近几个月，对于试图出国的伊斯兰极端分子给予吊销护照的处理，这帮人出国受阻后，爆发类似事件的可能性其实是很高的。以前欧美一直谴责中国政府禁止极端分子出国进行恐怖主义军事训练和恐怖主义圣战，现在自己头上发生同样的事情只能说是自找的。 |

The NBC host, Chuck Todd, pressed Cheney on what might constitute torture, reading actual episodes from the Senate report: Holding a prisoner in a coffin-sized box for 11 days? Handcuffing a prisoner's wrists to an overhead bar for 22 hours a day? But Cheney gave no ground.
“I can't tell from that specifically whether it was or not,” he replied.
At that time, he repeatedly asserted that Saddam Hussein had weapons of mass destruction and ties to al-Qaida, claims that turned out to be false. He also made a famously inaccurate prediction on the same show, “Meet the Press,” on March 16, 2003, that U.S. troops would be “greeted as liberators.”
McCain said some defenders of the CIA program are engaging in a “rewriting of history” and are whitewashing torture. “You can't claim that tying someone to the floor and having them freeze to death is not torture,” he said. He noted that waterboarding had a gruesome pre-CIA history dating back to the Spanish Inquisition, and that the United States “tried and hung Japanese war criminals for waterboarding Americans in World War II.”
