Since the return of conscript in Napoleonic Wars, basically there is no more "king's war" or "Soldier's war", nearly all war can be scaled up to a total war between nations.

What makes WWI special is that the might of industrial power making death rate into a scale no-one (at that time) can imagine. I don't think any other war can consume cannon shells by tonnes per hour..........
