美國其實有它的特點 美國駐外的一把手 好像都是總統提名 好像很多人都不是外交圈里的職業官僚 所以連職業外交官都不是的話 外語更不用多麼嚴格要求
近幾任的駐華大使都是州長出身 駱幹過商務部長 但是應該不算是職業外交官
他們底下應該是有通曉漢語的官僚
而且美國國內外語教育不彰 美國人不學外語和歷史 是很出名的 |

美國國務院外交官考試和受訓 外語都是必修的
只是"一把手外交官"不是外交官
公務人員體系有分事務官和政務官
事務官才是正常體系升遷的公務員
政務官是政治任命的"代表"
因為大使代表國家 代表總統 通常是派出總統"信得過"的人
而不一定是正規的外交官
例如 李潔民這個中情局情報人員 也可以因為深受布希總統信任
變成駐台以及駐中大使
通常實際的外交活動行政事務 是由副大使管的
但是如果這個駐在國不是很重要 那就可能是派"政治任命的外交官"
簡單來說 大使好像是國防部部長
國防部部長不是軍人身分 也不一定是軍人
而參謀總長(副大使) 就一定是現役軍人
有時候需要翻譯是一種"程序問題"
其他人我不知道 ,但是至少李潔明大使是會說中文的

小弟我在美國念過一年國中
我們那時候可是強制要修外語 (當時我那個學校是西班牙語和法語二選一)
我們實驗室有個技術員今年升請醫科, 面試時還被抽考西班牙語
我一個同學是海外華僑出身 大學在美國也是修過中文課
我還遇到過其他實驗室的美國人想找我練習學中文呢

US high schools required 3 years of foreign language and 4 years of history for graduation. US colleges/universities usually require at least 2+ semesters of foreign language and 2+ semesters of history.....

For US State Department Foreign Service personnel, they already learned the language in that country when they were newbies and posted/assigned to that country 20+ years ago, and learned the language in the country's local college/university, not when they become the top few guys in the embassy/consulate and then try to learn the language.....
And in their personal jacket/file, number of languages known also dictate which "orientation" or path, ie European, Russia/CIS/f-USSR, Middle East, Africa, Asia, South America, ect..... |

西語在美國可以算是方言，算不上數。
但除此之外，學法語或德語的人並不算太少。亞洲語言的話學中文跟日文的人也所在而多有。 |

值得注意的幾點，美國本科生選修外語的比例僅為8%,出國留學的比例少於2%,拿到外語學位的人才到1%.根據聯邦政府的統計，2006年美國的大學隻培養了9個阿拉伯語專业的大學生，約140名中文專业的學生和寥寥幾個韓語專业的畢业生。
這個比例和數字與其他國家比較起來，算不算是不學外語呢？ |

But foreign languages instruction in US colleges/university isn't just Arabic, Chinese/Mandarin, or Korean. There's French, Russia, German, Spanish and other major languages you can take in colleges/universities. There's about 110 different languages instructions are been done in US higher educational system, which produce 6,000 foreign language degree graduates and 2,000 PhD per year.

Also, with a country with open arms immigration policy, 620,000 green cards are allocated and issued per year that brings people that has to learn English in order to survive and make a living in US, besides practicing their mother tongue/language at home.

Then adding up with those US college kids goes to colleges oversea(either 1 year oversea schooling or 4 years), and those people study/learning languages on their own through private institutions, or military personnel through military language training centers. 生為老美一個很不好的地方是 就算你去當交流學生，到了外國，一大幫本地人還是會和你說英語，一般人不大注意的話，實際上過1年半載的回到美國，外語精進十分有限，退步也是有可能的。 小的的一美國鄰居，德語最好的時候就是初來的1個月左右，到回國的時候，德語基本都不會說了 爲了照顧他，我們開party都會和他說英語，所以可想而知 |

don't need to waste your time to go too serious, he can't even list which ambassador from US since 1900s that cannot speak chinese......
In contrast, there is already plenty of evidence that many US ambassador in chi na or Taiwan can speak fluent chinese. So unless he can prove his claim, his statement is a bullshit.

No, that's different program. Foreign language teacher education is for teacher's certification in foreign languages eduction. It's not the whole foreign language degrees/graduates. Sort of like every year's number of graduates from Taiwan's Teacher College's English department vs total number of English major graduates from all universities/colleges in Taiwan. Of course that number going to be small.
Just like not everyone going into any of the certain field will become a teacher in that field...... |

I don't understand how you read it and screw it up the translation big time. So read the 3 paragraphs again, and again, and again, until you see your mistakes and write a paper about them......

自中美建交以來有10任大使，其中Arthur Hummel 恒安石，James Lilley 李洁明，J. Stapleton Roy 芮效俭是出生在中國，尤其是恒安石是位漢學家漢語水平應該很高，芮效俭只是在台北進修過一年的漢語，水平而想而知，而李潔明儘管在青島長大在台灣當過4年AIT處長，但是他在採訪中說過，他不會漢語，也從來沒有學習過漢語。
剩下的幾位大使里除了洪博培會說流利的漢語，其他人都不會漢語。唯一的華裔駱家輝更是不會說漢語。
上面已經有人提到因為美國的官僚制度，大使一職往往由非外交官出身的人擔任，所以會不會說漢語完全不重要。
要列舉自清國的外交使節（一開始只有專員）,，反而會說中文的比例較高，因為那時中美邦交關係很淺，中國事務不算重要，相當一部份的專員是由在中國的傳教士或者漢學家擔任的，專業的官僚反而少。而當對華外交越來越重要的時候，會說漢語而政治上稚嫩的漢學家就明顯不符合需要了，所以現代的駐華大使會說中文的一共才有兩位，其中一位是舊式的漢學家，另一位洪博培是在台灣傳教時學會的漢語。

Born to American parents in China, he learned Mandarin at a young age before his family moved back to the United States at the outbreak of World War II.
His father, an oil executive who had moved to China to work for Standard Oil in 1916, and his mother, a teacher, hired a Chinese nanny to help raise him, and he spoke Mandarin fluently from a young age in addition to French and English.

抱歉，小弟自高中畢業后就沒在研修過英語，在讀大篇的文牘式文章的時候難免貽笑大方。
其實Bryan C引用的文章里有提到，美國人自己深感學習關鍵戰略性外語的人數太少，而提出振興計劃。這個應該是和“美國人不學外語”這個結論相吻合的。
實際上由於英語的強勢，美國人學外語的動機不強，興趣缺失應該是比較中肯的結論了。因為這個原因，在美國國務院自己的評測中也發現，相當部份的美國職業外交官都缺乏必要的外語能力。
又 不知不覺偏欄太遠 給大家造成的不便請大家海涵 如果還想討論問題 也許可以去閒聊區領開欄？ |
