US high schools required 3 years of foreign language and 4 years of history for graduation. US colleges/universities usually require at least 2+ semesters of foreign language and 2+ semesters of history.....

For US State Department Foreign Service personnel, they already learned the language in that country when they were newbies and posted/assigned to that country 20+ years ago, and learned the language in the country's local college/university, not when they become the top few guys in the embassy/consulate and then try to learn the language.....
And in their personal jacket/file, number of languages known also dictate which "orientation" or path, ie European, Russia/CIS/f-USSR, Middle East, Africa, Asia, South America, ect..... |

And it was already the case 30+ years ago at the highest level in US---when visiting South America nations, president Carter's wife told the other first ladies the reason she could speak fluent Spanish was because she needed to communicate properly with her Latin American maids.... Of course, that triggered a big problem on the international diplomatic circle....... |

But foreign languages instruction in US colleges/university isn't just Arabic, Chinese/Mandarin, or Korean. There's French, Russia, German, Spanish and other major languages you can take in colleges/universities. There's about 110 different languages instructions are been done in US higher educational system, which produce 6,000 foreign language degree graduates and 2,000 PhD per year.

Also, with a country with open arms immigration policy, 620,000 green cards are allocated and issued per year that brings people that has to learn English in order to survive and make a living in US, besides practicing their mother tongue/language at home.

Then adding up with those US college kids goes to colleges oversea(either 1 year oversea schooling or 4 years), and those people study/learning languages on their own through private institutions, or military personnel through military language training centers. No, that's different program. Foreign language teacher education is for teacher's certification in foreign languages eduction. It's not the whole foreign language degrees/graduates. Sort of like every year's number of graduates from Taiwan's Teacher College's English department vs total number of English major graduates from all universities/colleges in Taiwan. Of course that number going to be small.
Just like not everyone going into any of the certain field will become a teacher in that field...... |
