F-16C相對於A型的主要優點是對地.然而美國其實也不會給台灣這些能力. 封印了對地的F-16C其實和F-16A用途類似,主要當成空優戰機來用. 而這用途其實雄鷹也能做到..... 弄個幾十架增強打擊能力的雄鷹機,能丟青雲油氣彈和萬劍彈,反艦飛彈. 其實也未必不能暫代F-16C. 雄鷹續航力也可以靠CFT來彌補. 多幾十架完整版的雄鷹才能確保過去各種飛彈方面的投資不會白費.
而且原有的IDF只以一部分升級雄鷹(4年71架),很可能是機齡的問題. 若多生產幾十架新雄鷹,不管是取代F-5E或是取代壽線老化的早期生產型IDF 都很好用. 如老美目前不打算賣F-16,而F-5E必須在幾年內除役. 新雄鷹可以暫時頂住這缺口. 一旦老美終於肯賣F-16,這批新雄鷹也可以取代部分沒升級的舊型IDF. 投資並沒有白費或是衝突.
升級案「翔展」和原本「翔升」機的規格似乎也不一樣.翔展只升級一部分雄鷹的規格. 因此除了71架翔展機,應該仍有空間給50~60架左右翔升規格的新機. 如此才能維持原本IDF的架數,並且都是雄鷹的性能. 而50多架舊型IDF則可以暫時彌補F-5E除役的空缺.等待F-16C的購案通過老美那關... (雖然經國機已漸老舊但仍是三代機水準,取代F-5E是撮撮有餘)
沒有這些雄鷹或F-16C,那幾年內首先面臨的就是數十架F-5E除役.... 然後水土不服嬌貴的M2000能撐多久也是問題.靠部分封存提升妥善率也有極限. 由於無法升級,能隨時出動的架數會隨著老化而下降. 而超過50架沒升級的IDF仍是90年代的航電,也遲早不能應付第一線的需求, 就算未來5年同時買50架新F-16C+50架新雄鷹也只是勉強補上這些缺口而已.

高速生產要有足夠生產預算以及多條生產線同時進行. 台灣目前的航太生產規模已經大幅縮水. 而且目前IDF小改和生產雄鷹機的資源可能還得重疊. 71架IDF小改也預計4年....照這種規模能量.生產60架全新機體可能要更多年...

低速生產反而可以確保生產線一直保留 對小國要維持國防工業尤其意義重大 當初IDF因為戰備需求所以生產速率很快 結果生產完採購數量後沒後續訂單只能關閉生產線 比起日本每年只生產數架 每年12~15架我還嫌太高 |

Dassult produce 11 Rafale per year, that is the minimum rate to keep a production line that is still called "mass production".......

Have the $$$$ doesn't mean willing to pay for that. well, at least they are still in "mass production" rather than "craft-work" like Japan. - And that is critical for keep cost down or otherwise, you will see a Rafael more expansive than a F-22............

目前海軍的S-70C應該是東北亞 或世界上最落後的SH-60了 剛接收時還不錯 可是從來沒有昇級的計畫 航太展有去問過在場的教官 說將來也不太可能會有
反潛裝備不說.. 應該要有的ESM天線位置只看得到蒙皮 RWR MWS chaff/flare也是不見蹤影
陸軍的AH-1W就還有點長進 松山基地開放擺的AH-1W是已經昇級完的.. |

Taiwan cannot buy Lynx, NF-90 or russian/chi na stuff, so MH-60R is the only choice for the S-70 replacement

達梭能這樣玩也是因為國家大力支持的結果,天時地利人和條件得天獨厚。
光以雷達為例,法國當年在研發RBE-2雷達時就投資了30億歐元,近年來為了讓其升級為主動陣列雷達又花了10億歐元,而未來還準備再投資10億歐元讓其精益求精∼相形之下,台灣翔展案昇級71架F-CK-1戰機的總投資金額還不到6億美金,連人家花在戰機雷達研發與後續精進成本的1/10都不到。
法國政府方面已確保光是自家空軍海航需求,就能讓達梭的Rafale生產線運作到至少2023年,而到了2030年前後時,Rafale將會是法國空軍海航的唯一主力有人戰機,這等於是讓達梭在未來20多年的戰機生產與後續升級上都吃了基本保障定心丸。
然而這樣搞的代價就是:截至2009年時,法國政府為了Rafale計畫所需投資的預估總成本已然高達406億9,000多萬歐元∼而法國方面也已表明Rafale將會是法國最後一款自主開發戰機,其後繼者不管有人無人還是鋼彈,都勢必得走多國合作路線才有可能負擔得起。

On June 28/06, the US DSCA notified Congress via a series of releases of its intention to provide Pakistan with a $5.1 billion Foreign Military Sales package to upgrade the F-16s that serve as the PAF’s top of the line fighters. Some of these items had been put on hold following the October 2005 earthquake in Pakistan & Kashmir, but the request for 36 new F-16 Block 50/52s is now going ahead, along with new weapons, engine modifications, and upgrade kits for Pakistan’s older F-16 A/Bs. The buy went through, and was accompanied by the supply of 26 older F-16s from USAF surplus stocks.
These items are detailed below, along with controversies the proposed sales have created, and some of the conditions attached to the sale by the US government…
•Item 1: 36 New F-16 Block 50/52s – $3 billion •Item 2: Weapons for the New F-16s – $650 Million •Item 3: F-16A/B Mid-Life Update Modification Kits – $1.3 billion •Item 4: F-16A/B Engine Modifications & UP/STAR – $151 Million
Item 1: 36 New F-16 Block 50/52s – $3 billion
PAF F-16D Block 52
The Government of Pakistan has requested a possible sale of up to 36 F-16C Block 50 and F-16D Block 52 two-seater aircraft – a buy of 18 jets, with an option for another 18. The total value, if all options are exercised, could be as high as $3 billion.
The planes will be equipped with the APG-68(V)9 radars, which are the most modern F-16 radar except for the UAE’s F-16E/F Block 60 “Desert Falcons” and their AN/APG-80 AESA. The engine contract was less certain. Pakistan’s existing F-16s use the Pratt & Whitney F100 engine, the new planes involved a competition between Pratt & Whitney’s F100-PW-229 or General Electric’s F110-GE-129 Increased Performance Engines (IPEs). Pratt & Whitney kept their customer, and supplied the new F-16s with their F100-PW-229 EEP variant.
The package for Pakistan’s new F-16s also includes:

To equip those new F-16s, the Government of Pakistan has requested a possible sale of:
•500 AIM-120C5 Advanced Medium Range Air-to-Air Missiles (AMRAAM) •12 AMRAAM training missiles – these have seeker warheads but lack engines •200 AIM-9M-8/9 Sidewinder Short-Range Air-Air Missiles; they are the version before the fifth-generation AIM-9X. •240 LAU-129/A Launchers – these support AMRAAM or Sidewinder missiles. •500 Joint Direct Attack Munition (JDAM) Guidance Kits: GBU-31/38 Guided Bomb Unit (GBU) kits •1,600 Enhanced Paveway GBU-12 (500 lb.) and GBU-24s (2,000 lb.) with dual laser/GPS guidance •800 MK-82 500 pound General Purpose (GP) and MK-84 2,000 pound GP bombs •700 BLU-109 2,000 pound bunker-buster bombs with the FMU-143 Fuse •Associated support equipment, software development/integration, modification kits, capability to employ a wide variety of munitions, spares and repair parts, flight test instrumentation, publications and technical documentation, CONUS-personnel training and training equipment, U.S. Government and contractor technical and logistics personnel services, and other related requirements to ensure full program supportability will also be provided. Item 3: F-16A/B Mid-Life Update Modification Kits – $1.3 billion
The Government of Pakistan has requested a possible sale of 60 F-16A/B Mid-Life Update (MLU) modification and Falcon Star Structural Service Life Enhancement kits consisting of:
•APG-68v9 with Synthetic Aperture Radar or the APG-66(V)2 radar, which is a much smaller improvement on earlier F-16s. The APG-68 with SAR is far better at air to ground work, and can be used to monitor ground activity. •Joint Helmet Mounted Cueing Systems (JHMCS) •AN/APX-113 Advanced Identification Friend or Foe Systems •AN/ALE-47 Advanced Countermeasures Dispenser Systems •Have Quick I/II Radios •Link-16 Multifunctional Information Distribution System-Low Volume Terminals (MIDS-LVT) •SNIPER (formerly known as AN/AAQ-33 PANTERA) targeting pod capability •Reconnaissance pod capability •Advanced Air Combat Maneuvering Instrumentation Units (used for training exercises) •MDE included in the MLU modification and structural upgrade kits •21 ALQ-131 Block II Electronic Countermeasures Pods without the Digital Radio Frequency Memory (DRFM); or ALQ-184 Electronic Countermeasures Pods without DRFM; •60 ALQ-213 Electronic Warfare Management Systems; •1 Unit Level Trainer; and •10 APG-68v9 spare radar sets. •Radars, modems, receivers, installation, avionics, spare and repair parts, support equipment, CONUS-personnel training and training equipment, technical assistance, publications and technical documentation, system drawings, U.S. Government and contractor engineering, and other related logistics elements necessary for full program support.
JHMCSThe total value, if all options are exercised, could be as high as $1.3 billion.
Item 4: F-16A/B Engine Modifications & UP/STAR – $151 Million
F100 Engine TestThe third contract involves Engine Modifications and Falcon UP/STAR Structural Upgrades as well as associated equipment and services. The total value, if all options are exercised, could be as high as $151 million.
More specifically, the Government of Pakistan has requested engine improvements and structural modifications to its F-16 fleet, which includes a possible sale of:
•14 F100-PW-220E engines •14 Falcon UP/STAR F-16 structural upgrade kits •De-modification and preparation of 26 aircraft •Support equipment, software development/integration, modification kits, spares and repair parts, flight test instrumentation, publications and technical documentation, personnel training and training equipment, U.S. Government and contractor technical and logistics personnel services, and other related requirements to support the program.

Texas Insider Report: WASHINGTON, D.C. – U.S. Senators John Cornyn (R-TX) and Robert Menendez (D-NJ) today introduced legislation to require the Obama Administration to sell 66 new F-16C/D multirole fighter jets to Taiwan. The Taiwan Airpower Modernization Act of 2011 will help bring the United States into compliance with its legal obligations under the Taiwan Relations Act of 1979 to provide Taiwan with the military equipment it needs to maintain its self-defense capabilities.
“This sale is a win-win, in strengthening the national security of our friend Taiwan as well as our own, and supporting tens of thousands of jobs in the U.S.,” said Sen. Cornyn. “Saying no here would mean granting Communist China substantial sway over American foreign policy, putting us on a very slippery slope.”
“Providing the military resources Taiwan needs is in the vital security interest of Taiwan, the national security interest of the United States, and is compelled by the Taiwan Relations Act,” Sen. Menendez said. “Taiwanese pilots flying Taiwanese fighter aircraft manufactured in the United States represent the best first line of defense for our democratic ally, and delaying the decision to sell F-16s to Taiwan could result in the closure of the F-16 production line, which would cost New Jersey 750 manufacturing jobs.”
Several recent letters to the President have demonstrated overwhelming bipartisan congressional support for the sale of new F-16C/Ds to Taiwan. On August 1, 181 bipartisan House members sent a letter to President Obama calling on him to approve the sale of F-16 C/Ds to Taiwan. On May 26 a bipartisan letter signed by 45 Senators called on President Obama him to quickly notify Congress of the sale of 66 F-16C/Ds to Taiwan. Two other Senators have also written letters to the Administration in support of this sale.
A recent study done by a private consulting firm estimates that the sale of 66 new F-16 aircraft to Taiwan would generate approximately $8.7 billion in economic output and nearly 88,000 ‘person-years’ of employment across the U.S.

2006年, 巴基斯坦買36架全新的花了36億.
2011年下單的話, 66架如果是99億, 5年漲50%好像有點多.
如果是85億, 大約一年漲5%, 似乎比較合理.
不過這又假設雙方的行頭與維修合約等等都是一樣的.

1. 巴基斯坦簽約購機的年頭,還能與希臘,土耳其,以色列,波蘭等國的用機需求一起分攤生產線成本,而台灣的F-16C/D採購案卻很可能是戰隼生產線的最後一筆訂單。
2. 五年漲50%的成本暴增法,台灣在愛國者三採購案上便已經領教過∼採購引進計畫拜公投大戲之賜一拖五年,原本能引進六套系統的預算便只夠引進四套.....

Taiwan getting F-16s refurbished

The Obama administration has assembled an arms sales package to Taiwan that involves refurbishing the island’s existing fleet of F-16 fighter jets but doesn't include any new F-16s, according to congressional staffers who were told of the plan Friday.
If no new jets are sold, the decision will be seen as a victory by Beijing, which has opposed any arms sales to Taiwan, and will infuriate Taipei. It has pressed since 2006 to acquire newer, more sophisticated F-16s.
Obama administration officials and congressional staff say the president has not officially ruled out in the sale of new F-16s, but because those new jets are not included in the new arms package, it is seen as unlikely to be authorized by military analysts and members of Congress.
The U.S. offer to modernize Taiwan’s existing F-16s was widely expected and will likely be a bitter consolation prize for the island, which says it desperately needs the new planes in order to fortify an air force stocked with aging aircraft.

WASHINGTON and TAPEI - According to a senior congressional aide, the Barack Obama administration has notified Congress that it does not plan to sell Taiwan new F-16 C/D fighter planes and, instead, will offer an F-16 A/B upgrade package.
According to the aide, State Department officials briefed key lawmakers and congressional staffers Sept. 16.
"The U.S. government does not comment on possible foreign military sales - including processes associated with them - unless formal congressional notification has taken place," a State Department spokesman said. "Meeting Taiwan's defense needs is a deep and enduring commitment of the United States, and this administration is committed to doing so under the terms of the Taiwan Relations Act (TRA). We authorized the sale of $6.4 billion in arms to Taiwan just last year."
According to one source, the official notification on the deal could be released by the Defense Security Cooperation Agency, the Defense Department office that oversees foreign arms sales, some time next week.
The decision by the White House is sure to upset several politicians on Capitol Hill, who have been pushing President Obama to release an $8 billion deal for 66 F-16C/D Block 50/52 fighter aircraft.
Earlier in the week, new legislation was introduced in the House and the Senate that if passed and signed into law, would mandate the F-16C/D sale.
U.S. Sens. John Cornyn, R-Texas, and Robert Menendez, D-N.J., introduced the Taiwan Airpower Modernization Act (TAMA) on Sept. 12 for congressional review.
"If the reports are true, today's capitulation to Communist China by the Obama Administration marks a sad day in American foreign policy, and it represents a slap in the face to a strong ally and long time friend," Cornyn said in a Sept. 16 statement.
On Sept. 14, Rep. Ileana Ros-Lehtinen, R-Fla., chairman of the House Foreign Affairs Committee, introduced a bill that also directs the sale of the F-16 C/D fighter aircraft to Taiwan and endorses a wide range of defense exports to the country.
The senior congressional aide predicted that Ros-Lehtinen's bill would pass the House, yet is unlikely to pass the Senate. In any event, Obama has the authority to veto the bill if it ever comes made it to his desk.
The decision by the Obama administration comes at an awkward time for U.S.-Taiwan military relations. The 11th U.S.-Taiwan Defense Industry Conference will be held Sept. 19-20 in Richmond, Va., with a high-level Taiwan military delegation attending. The U.S. State Department has announced for the first time that it will not attend this year.
